      <title>THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES (UNHCR) AND CHALLENGES OF EFFECTIVE HUMANITARIAN RESPONSE IN NORTHEAST</title>

Abstract: In recent times, the globe has witnessed unimaginable humanitarian crisis. People have been forced to flee their homes in the most unusual circumstances, massive displacements and food insecurity have taken centre stage and all these have affected humanity adversely. The African continent is not left out in all of this as it has also been plagued by several humanitarian crisis from the horn of Africa, down to Sub-Saharan Africa. In all, Northeast Nigeria has been devastated by the activities of Boko Haram insurgents since 2009, leading to a seemingly intractable humanitarian catastrophe in the region. The United Nations High Commissioner for Refugees stepped in 2014 to render humanitarian assistance and services to communities in this troubled zone. The study employed the Complex Humanitarian Emergencies (CHEs) theory as an analytical framework. Methodologically, the descriptive research design was used and data was gotten through primary and secondary sources. The primary sources of data were sourced using Key Informant Interviews, where structured questions were purposively&#xD;
administered to key officials of the UNHCR and International Committee of the Red Cross. Secondary data were gotten from documentary sources as journal articles, books, internet blogs, etc. and analysed using content analysis. The study uncovered the fact that UNHCR’s humanitarian response in Nigeria’s north-east has not yielded the desired results as the agency is currently bedeviled with so much challenges, ranging from insecurity of UNHCR staff, lack of access by the agency to remote areas, to funding shortfall and a host of others. It recommends, among others, the need for inter-agency collaboration, adequate protection of the agency’s staff and proper funding of the agency’s activities in the area.

Abstract: One of the greatest impacts of globalization is easy trans-border movements which have&#xD;
increased in tempo and magnitude. With the near collapse of national borders, more people including criminals now move across national boundaries. Interestingly, as these movements increase with ease, just as border checks diminish, transnational crime also increases. For example, cases are legion of frauds initiated in one country and consummated in about five countries in spite of the contingencies of national borders. Thus, easy trans-border movements have exacerbated transnational crime. This, of course, has great implications. This paper therefore takes a critical look at the how and extent easy and increased cross-border movements have affected transnational crime. It also identifies the role elements of this increment plays and concludes that if states make and implement relevant laws and cooperate effectively, the trends could be checked for the better.

Abstract: This study investigated how socioeconomic disparity fuels grievances exploited by Lone wolf terrorists. Lone wolf terrorism in the United States of America and Europe has been found to be fueled by socio-economic factors. How this may contribute to the susceptibility of the Nigerian state was the major concern of this study, which adopted a qualitative historical research design in its investigation. Frustration-aggression theory served as a framework for analysis. The study found that socioeconomic exclusion is a key factor that fuels lone wolf terrorism in the United States and Europe. It was also found out that Nigeria’s political and economic landscape creates a breeding ground for lone wolf terrorism through economic marginalization, high unemployment, and a stark gap between aspirations and reality, which has left a majority of Nigerians, especially her youths, frustrated and filled with resentment. The study therefore recommended, among other things, that combating corruption, promoting transparency, and prioritizing the well-being of citizens can assist in eliminating lone wolf terrorism in the country.

Abstract: Over the years, issues relating to the origin, nature and purpose of the state remain a recurrent question that has transcended all generational scholarship. The problem is compounded by the changes and contradictions that have occurred in the theoretical bases of the state, and the challenges of contemporary realities. These contradictions reveal the overwhelming crisis of conceptualization of the state especially, in modern era. This is because the institution of the state which, in its theoretical meaning, came up to instill law and order has become an instrument of societal injustices and harbinger of conflicts. This has invariably exposed most existing theories of the state to unpalatable ridicule as they fail to provide the much needed explanatory bases. This paper therefore, takes critical look at the theoretical and institutional bases of the state pin-pointing as the case may be, the positions of various theories, their inherent analytical and logical contradictions as well as their contemporary relevance in explaining the existence, actions and inactions of the state in the present era of human existence.
