Policy and management issues that inhibit quality university education for youth empowerment in Nigeria were discussed in this paper. These issues include access, gender disparity in enrolment, high enrolment growth, staff quality and quantity, funding, cultism and poor quality of infrastructure. Unless these issues are addressed, the extent to which university education could enhance youth empowerment would remain limited. Relevant policy and management strategies for improvement were suggested.en_US
